Reginal B. Barner

Reginal B. Barner is the Chief Executive Officer and founder for the Community Development & Improvement Corporation, through which he has successfully completed various tax credit projects turning traditional public housing into single family homes, as well as assisting local government in developing blighted areas into viable striving areas for economic development and affordable housing.  He formerly served as the Chief Executive Officer of the Housing Authority of the City of Aiken for the past 13 years and has over twenty (20) years of experience in housing.  Mr. Barner has a Bachelor’s Degree in Healthcare Management from Southern Illinois University – Carbondale.   He also maintains many certifications:  Executive Management Certification from Rutgers University; Mortgage Specialist Certification from Capstone Institute; and, certification as a Housing Finance Development Professional from the National Development Council (NDC).

Ivory N. Mathews is the Acting Chief Executive Officer of the Housing Authority of The City of Aiken.  Ms. Mathews, a doctorial candidate in the field of Public Policy and Administration at Walden, University, holds a Masters of Education with a concentration in Counseling and Psychology from Troy State University-Augusta in Augusta, GA and a Bachelors of Arts in Sociology from Newberry College, Newberry, SC. Her professional career consists of over 11 years experience as a results oriented and decisive leader with proven success in grants administration, program compliance, and management working with quasi-governmental entities.

 

Ms. Mathews came to Aiken Housing Authority/Community Development & Improvement Corporation from the Augusta Neighborhood Improvement Corporation (ANIC) where she served as operations manager. During her tenure at ANIC Ms. Mathews garnered over $1.2 million of funding for housing and economic development projects within 17 months of employment. Ms. Mathews experience lends itself to the arena of Workforce and Business Development where she’d previously served the Lower Savannah Workforce Investment Area in several capacities, to include; Supervisor of Contracts & One-Stop Activities, Program Coordinator, Workforce Developer/Compliance Monitor, and Job Developer. Under these capacities Ms. Mathews managed over $7 million of federal, state and local funding. She is currently the president of the South Carolina Chapter of the Southeastern Employment & Training Association.  

 

Ms. Mathews currently serves as a member of the following civic and community organizations; Aiken/Barnwell County Homeless Coalition, Public Housing Authorities Director’s Association, Southeastern Employment & Training Association and the Untied Way of Aiken.

Chief Financial Officer of the Aiken Housing Authority/Community Development and Improvement Corp. Ms. Adams oversees the accounting and control functions, planning and budgets, as well as tax and treasury areas of both organizations and various low income housing tax credit partnerships. She has over seventeen years of experience in public accounting and ten years experience in private accounting in comptroller and chief financial officer positions. Ms. Adams has an undergraduate degree in accounting from UNC-Asheville, Master of Accountancy degree from USC-Columbia. She is also a Certified Public Accountant and member of the American Institute of Certified Public Accountants. Certified in states of SC, NC, and GA and currently serving on the Board and as Treasurer of the non-profit organization Hitchcock Healthcare.

Oversees the Administrative and Human Resource related issues for the agency. As a certified Professional in Human Resource Management, Ms. Suber also works directly with the Chief Executive Officer in handling various matters such as Public Relations, Purchasing, Facility Management, Schedule Management, etc. Ms. Suber has been an Administrative Professional for more than ten years.
